    为了更好地支持中国零碳建筑的实施与发展，中瑞零碳建筑项目intep-skat联合团队积极与全国市长研修学院(住房和城乡建设部干部学院)合作开展了首批系列零碳建筑培训课程，旨在为中国城市市长、住房和城乡建设系统的领导以及行业专业技术领导人员提供零碳建筑相关概念知识、政策法规、经验案例等。

    In order to better support the zero-emission project in China, the Sino-Swiss Zero Emission Building Project consortium team intep-skat actively cooperated with the National Academy for Mayors of China (Professional Training Institute of Ministry of Housing and Urban-Rural Development of the People's Republic of China) to conduct a series of zero emission building training courses. These are designed to provide conceptual knowledge, policies and regulations, and case studies of zero emission buildings for Chinese mayors, provincial and city leaders, as well as professional leading technologists in the building industry.

    全国市长研修学院成立于1983年，主要任务是承办中共中央组织部、住房和城乡建设部联合举办的全国市长研究班、市长专题研究班和市长国（境）外研究班。住房和城乡建设部干部学院成立于1980年，主要任务是承担住房和城乡建设系统领导干部、住房和城乡建设部直属机关党员干部及行业专业技术人员培训工作。43年来，共举办各类市长研究班、住房和城乡建设系统领导干部培训班、部直属机关及事业单位党员干部进修班和行业专业技术人员培训班4400余期，培训学员253万余人次，让许多优秀学员走上更重要的领导岗位，为推动中国住房和城乡建设事业高质量发展作出了积极贡献。近年来，学院大力推进网络培训，建立了“全国住建系统领导干部在线学习平台”和“全国住建系统专业技术人员在线学习平台”，已上线1400余门、3300余学时课程，涵盖住房城乡建设政策解读、相关专业知识、注册执业人员继续教育、强制性工程建设规范解读等课程，迄今为止，已有15万人注册在线学习。

    The National Mayors Training Institute was established in 1983. Its main task is to undertake the national mayors’ training classes, mayors’ special topic classes and mayors’ overseas study classes which are jointly organized by the Organization Department of the Central Committee of the Communist Party of China and the Ministry of Housing and Urban-Rural Development. The Cadre College of the Ministry of Housing and Urban-Rural Development was established in 1980. Its main task is to undertake the training of leading cadres in the housing and urban-rural development system, party members and cadres of agencies directly under the Ministry of Housing and Urban-Rural Development, and professional and technical personnel in the industry. Over the past 43 years, more than 4’400 seminars and training courses have been held, and more than 2.53 million trainees were educated. Many outstanding students have taken on higher leadership positions and made positive contributions to promoting the high-quality development of China's housing and urban-rural construction undertakings. In recent years, the college has vigorously promoted online training and established the "Online Learning Platform for National Housing and Construction System Leading Cadres" and the "National Housing and Construction System Professional and Technical Personnel Online Learning Platform". It has launched more than 1’400 courses which adds up to more than 3’300 hours of courses, covering urban and rural housing. Around 150’000 people have registered for online learning courses on construction policy interpretation, relevant professional knowledge, continuing education for registered practitioners, and interpretation of mandatory engineering construction specifications.

    中瑞零碳建筑项目负有向中国各层人士传授零碳建筑理念和知识的义务与职责。市长、住建系统内领导及专业技术人员是推进城乡绿色发展的领军人物，不论在决策层还是执行层都有着非凡的影响力。为他们提供培训能够强化他们进一步完善政策体系、标准体系和技术体系，从而推动零碳建筑的落地实施，为建筑绿色低碳发展树立标杆。

    The Sino-Swiss Zero Emission Building Project has the responsibility to communicate the zero emission building concepts and knowledge to people at all levels in China. Mayors, leaders of the cities and provinces, as well as the professional leading technologists play a key role in promoting green development in urban and rural areas and have extraordinary influence at both the decision-making level and the executive level. Providing them with training can strengthen their ability to further improve the policy system, standards and technology, thus promoting the implementation of zero emission buildings and setting a benchmark for the green and low-carbon development of buildings.

    The Sino-Swiss Zero Emission Building Project team led by intep-skat hopes that through the series of training courses, Chinese mayors, leaders of Chinese cities and provinces, and professional leading technologists will gain a comprehensive understanding of the key Swiss regulations, concepts and strategies needed to achieve ZEB, as well as the practical experience from use cases to implement ZEB in their own municipalities.

    为了共同应对全球气候变化，加强中瑞两国在建筑行业减排领域的合作，2020年11月24日，中华人民共和国住房和城乡建设部与瑞士联邦外交事务部与签署了在建筑节能领域发展合作的谅解备忘录。在此备忘录框架下，瑞士发展合作署(SDC)发起并资助了中瑞零碳建筑项目，旨在通过引入瑞士的经验和技术，支持中国制定零碳建筑技术标准和建筑行业中长期碳减排路线图，并在不同气候区建设零碳建筑示范工程，同时开展多种形式的能力建设活动，最终推动中国建筑行业的碳中和发展。

    In order to jointly address global climate change and strengthen cooperation between China and Switzerland in the field of emission reduction in the construction industry, on 24 November 2020, the Ministry of Housing and Urban-Rural Development of the People's Republic of China and the Swiss Federal Ministry of Foreign Affairs signed a Memorandum of Understanding on the development of cooperation in the field of building energy efficiency. Within the framework of this MoU, the Swiss Agency for Development Cooperation (SDC) initiated and funded the Sino-Swiss zero-carbon building project. The project aims to support China in formulating the technical standard of zero carbon buildings and long-term roadmaps for reducing carbon emissions in the construction industry by contributing Swiss experience and technology, and building zero-carbon building demonstration projects in different climate zones, while carrying out various forms of capacity building activities, so as to ultimately promote the carbon-neutral development of China's construction industry.
